  3. [A]djust per capita expenditures: controls how much money you will spend on
  4.  social projects for each person in your country per month.
  5. [C]ede region to ally: transfers control of one of your regions to any nation
  6.  you are allied with.
  7. [M]ove people: forces people in your regions to migrate
  8.  to other of your regions.
  9. [Q]uit
  10. attack [R]ebels: clean-up operation against these freedom fighters/guerillas/
  11.  terrorists, depending on your point of view.  You may make as many of these
  12.  attacks per month as you want, and they do not consume commodities like
  13.  international attacks.
  14. [V]iew domestic status: shows the status of your various regions and your
  15.  nation at home.
